Columbus – Planner

Major Duties and Responsibilities

  • Reviews subdivision plans for compliance with existing zoning ordinance and subdivision regulations; prepares written staff reports to the Board of Zoning Appeals;
  • maintains inventory of subdivision plats.
  • Evaluates Special Exception Use applications for wireless communication facilities and other land uses; conducts field inspections of proposed sites; prepares written staff reports; writes resolutions for City Council approval.
  • Collects and analyzes demographic data; prepares written demographic reports.
  • Serves as program coordinator for the Columbus Green Space Program; prepares annual Department of Natural Resources report.
  • Oversees the 2000 City Council redistricting process; realigns council district boundaries based on 2000 census data.
  • Assists in the modification of the local comprehensive plan and in the development of the local Unified Development Ordinance.
  • Participates in the redevelopment of several neighborhood plans by analyzing open space, housing, and demographic data.
  • Serves as secretary for the Board of Historic and Architectural Review; oversees historic district compliance.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of urban and regional planning.
  • Knowledge of the practices of site plan review.
  • Knowledge of federal, state, and local laws related to land use planning activities.
  • Knowledge of the geography of the city and other local areas.
  • Knowledge of accepted planning practices and procedures.
  • Skill in developing and implementing policies and procedures.
  • Skill in problem solving and decision making.
  • Skill in operating standard office equipment.
  • Skill in oral and written communication.

Minimum Educational and Training Requirements

  • Bachelor’s Degree from a four-year college or university in Planning, Public Administration, Geography or a related field, (Master’s Degree in Planning preferred) and three to five years of progressively responsible related experience, or any combination of education, training and experience which provide the required knowledge, skills and abilities to perform the essential functions of the job.

Physical Requirements

The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects. Additionally, the following physical abilities are required:

  • Crouching – bending body forward by bending leg, spine.
  • Feeling – perceiving attributes of objects by touch with skin, fingertips.
  • Grasping – applying pressure to object with fingers, palm.
  • Handling – picking, holding, or working with whole hand.
  • Hearing 1 – perceiving sounds at normal speaking levels, receive information.
  • Hearing 2 – receive detailed information, make discrimination in sound.
  • Kneeling – bending legs at knee to come to rest at knees.
  • Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
  • Manual Dexterity – picking, pinching, typing, working with fingers rather than hand.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
  • Reaching – extending hands or arms in any direction.
  • Repetitive Motion – substantial movements of wrists, hands, fingers.
  • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
  • Standing – for sustained periods of time.
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
  • Talking 1- expressing ideas by spoken word
  • Visual Acuity 1 – prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Visual Acuity 2 – color, depth perception, field of vision.
  • Walking – on foot to accomplish tasks, long distances, or site to site.

The work is typically performed in an office.
